Authority activation is a sequence, not a guaranteed number of days. The path can change based on entity type, application accuracy, identity and business verification, FMCSA review, required process-agent and financial-responsibility filings, and the status displayed in Motus. Never operate on a pending status or number assignment alone.
Authority activation sequence
- Classify the operation.Decide whether the entity is a motor carrier, broker, freight forwarder, passenger carrier, or another registrant, and identify the authority types the real operation requires.
- Create or access the Motus profile.The company official uses Login.gov, completes required identity verification, and creates or claims the correct company account. Authorized access should be granted only through the system.
- Verify the business record.Use the exact legal business information and current contact details. Resolve ownership, address, or affiliation questions before submitting inconsistent records.
- Submit the correct registration action.Review every answer, authority type, certification, and government fee before submission. FMCSA filing fees can be non-refundable.
- Monitor the pending reason.Motus can show whether the action is pending FMCSA review, a process-agent filing, financial-responsibility filings, or another item. Respond through official channels and retain confirmation records.
- Complete required third-party filings.A registered blanket company may file Form BOC-3, and an authorized insurer or surety may file evidence of financial responsibility when required. The applicant should verify that each filing appears against the correct authority.
- Confirm the granted or active status.Check the registration in Motus and read the detailed reason attached to the status. A USDOT or docket number by itself does not prove that a requested authority is active.
- Finish operational requirements.Depending on the operation, this may include UCR, state authority or permits, IRP, IFTA, drug-and-alcohol program steps, driver qualification files, ELD or hours-of-service controls, maintenance, and New Entrant preparation.
Documents and controls to prepare
- Exact legal entity and DBA information from the authoritative state record.
- Company-official identity and business-verification records for use only in the approved secure system.
- Operation, cargo, passenger, vehicle, and geographic details needed to select the registration types.
- Written notes separating FMCSA fees, private administrative fees, insurance premiums, process-agent charges, and other third-party costs.
- A status log recording the action, submission date, confirmation, pending reason, follow-up owner, and completion evidence.
Timing and delay risks
Older FMCSA pages described typical URS processing ranges, but Motus replaced the legacy registration workflow in May 2026. Current applicants should use the status and reason shown in Motus rather than a third party’s promised activation date. Additional verification, vetting, inconsistent business information, missing filings, or an agency review can extend the process.
- Do not promise an activation date in a sales quote or dispatch onboarding message.
- Do not buy, sell, rent, or lease a USDOT number or operating authority as if it were a transferable commodity.
- Do not share Login.gov credentials, one-time codes, facial scans, or government ID images with an unapproved service provider.
- Do not book or haul a load that requires authority until the applicable authority is active and all operating requirements are satisfied.
Frequently asked questions
Does receiving an MC number mean authority is active?
No. Confirm the status of the specific registration in Motus. Pending reasons may identify missing FMCSA review, BOC-3, financial-responsibility, or other steps.
Who files BOC-3?
FMCSA lists registered blanket companies that may file process-agent designations. The filing must be connected to the correct registrant and authority.
Can a private provider guarantee approval?
No. A private provider can organize administrative steps but cannot grant authority, control FMCSA review, or guarantee activation or timing.
